Amendment no. 2 in the Financing Agreement for the Multiannual Transport Action Program for Turkey

The amendment has increased the estimated total cost of Turkey, a beneficiary of the IPA II, in the Multiannual Transport Action Program to €409,294,117. This amount was €382,588,235 under the amendment made in September 2018. The maximum EU Contribution for the program has been raised to €347,900. The Presidential Decree for approval of the Amendment 2 of Funding Agreement for the Multiannual Transport Action Program for Turkey was published in the Official Gazette dated June 27, 2019. 

The amendment has increased the estimated total cost of Turkey, a beneficiary of the IPA II, in the Multiannual Transport Action Program to €409,294,117. This amount was €382,588,235 under the amendment made in September 2018. The maximum EU Contribution for the program has been raised to €347,900. This amount was previously €325,200. 

The validity period in the special provisions of the agreement has been extended to the end of 2024. It is also stipulated in the amendment that the 2014 budget commitment of €71,900,000 sbe paid by the end of 2019, 2015 budget commitment of €128,100.00 be paid by the end of 2020, 2016 budget commitment of €115,200.00 be paid by the end of 2021, 2017 budget commitment of €10,000,000 be paid by the end of 2022, and 2018 budget commitment of €22,700,000 be paid by the end of 2023.

The list of actions stipulated in the program for the selected industries are as follows; Sustainable and Safe Transport, Efficient Transport, Accessible and Inclusive Transport, Alignment of Acquis and EU integration, and Technical Support. It is intended that improving the railway infrastructure, enhancing safety in transport, promoting intermodality and mode changes among different types of transportation, and smart transport systems will be supported under the Actions. 

The main project under the agreement is the Halkalı-Kapıkule Line Project. The projects in the reserve list are Modernization of the Alayunt-Afyon-Konya Railway Line, and Modernization of the Malatya-Narlı Railway Line.

As can be remembered, a signature ceremony attended by the Minister of Transport and Infrastructure, Cahit Turhan, and the Head of the EU Delegation to Turkey, Ambassador Christian Berger, for the construction of the Çerkezköy-Kapıkule section to be funded by the IPA grant under the Halkalı-Kapıkule Line Project. The Minister of Transport, Cahit Turhan: "We will use an EU grant of €275 million for construction of this section. We will lay the foundation of the project in Çerkezköy on July 18. Ambassador Christian Berger, the Head of the EU Delegation to Turkey: "This project is allocated the highest IPA grant in a single part. Berger had said: "This Project is a physical proof that Turkey heads towards Europe"  TEBA:1921/ June 11, 2019.

As it is known, the Ministry of Transport and Infrastructure had signed a contract with the joint venture of Salini-Kolin for the turnkey construction of the Çerkezköy-Kapıkule Line with IPA grant TEBA:1917/ 10 May 2019.
