Turkish Stream Project

The Circular Note of the Prime Ministry has been published for the finalization of implementations and procedures to be executed by public offices and institutions within the scope of the project, and for the fulfillment of liabilities undertaken by the Turkish Government in due time and in an efficient manner

The Circular Note of the Prime Ministry is published in the Official Gazette dated April 5, 2017 regarding the execution of the Turkish Stream Natural Gas Pipeline Project with speed, encompassing 4 parallel pipelines which will enter Turkish soil from the Black Sea and will then extend to the European border on Turkish soil within the framework of the Intergovernmental Agreement signed on October 10, 2016 between Turkey and Russia.

It is stated in the Circular Note that a public institution will be assigned duties as a land ownership rights institution to execute necessary expropriation procedures within the scope of the project. It is stated that procedures and studies among institutions should be executed in cooperation regarding the project which is of utmost importance in terms of natural gas supply security for Turkey.

It is accordingly stated that: 1) All implementations and procedures to be executed by public offices and institutions be finalized with speed for the fulfillment of liabilities undertaken by the Turkish Government in due time and thoroughly; 2) Necessary contribution and support to be given by all related public offices and institutions to the land ownership rights institution, BOTAŞ and South Stream company.

As will be known, the Intergovernmental Agreement which was signed for the construction works within the scope of the Turkish Stream Natural Gas Pipeline Project was published in the Official Gazette dated December 24, 2016 in Turkey. The Agreement was put into effect on February 21, 2017 upon bilateral notifications following the ratification of the agreement in the Russian Parliament TEBA:February 1, 2017.
